Photoshop start up error?

Hey im having a problem when starting photo shop, it pops up with a error box saying “could not open the scratch file because the file could not be found” and then “could not initialize photoshop because the file could not be found”
- When I start up Adobe Photoshop Elements 2.0 there’s a program error.
- When I start photoshop I get a “the procedure entry point isThreadDesktopComposited” error?
