I am using a Windows vista (please no comments on that, the computer was bought last week) and i just installed Adobe photoshop Elements 2.0.
This is the error screen I get when I start it up, after which, when I click on the OK button, it closes the program.

I had this problem on an XP desktop a while back, called adobe tech support, and was told that they no longer offer support on elements 2.0, so I was SOL.
I was able to fix that problem myself by deleting program files and replacing them with identically named files from photoshop CS2 (that’s what i was doing when it started working again, whether it was truly consequence of my actions or not, i don’t know.) but I no longer have CS2.
I doubt that the problem really is virtual memory, because elements is the only program on my computer other than what came on it when I bought it and an antivirus program.
Does anyone know how to fix this, using layman’s terms?

Yes, you are going to be stuck. Elements 2.0 is very old and I doubt it will run properly on Vista. My suggestion, and I know you don’t want to spend more money, is to go out and get Photoshop Elements 6, which should run on Vista. It will run about $90.
Vista and PSE2 will not work together. If you can’t go with version 6, you could try to find version 5 somewhere, ebay maybe, and get the free patch from Adobe to assure that it will work with vista. Can’t find PSE5, then you will have to buy PSE6. Being an owner of PSE2, you will be able to get a $20 rebate. Rebate instructions and form is in the box.
