Adobe photoshop cs 3 activation error plzzz help .its important. ?

hi
i have adobe photoshop cs3 . i have installed it but when i try to activate my photoshop it come there was an error (194:8). what should i do i cant use the other option cuz there is no kuwait in the option to call so what should i do,plzz tell me .i have tried 6 times it doesnt work.
