From the system32 directory, remove or rename the file mscoree.dll and restart the installation. This DLL is the CLR Execution Engine and it helps with the execution of the correct CLR when a .NET Framework based application is executed.

If you are getting this error and you have .NET Framework 2.0 or newer installed on your system, simply deleting mscoree.dll is not recommended. The most appropriate solution would be to delete it, install .NET Framework 1.1 and then perform a repair on the newer .NET Framework that you have install, such as 2.0 or 3.5 to ensure that the proper mscoree.dll file is in place.

Note that this error may occur not only during the installation of .NET Framework 1.1 but also of any other program that may install this version of the framework for you.
